Honeysuckle Aphids were introduced into the Western Hemisphere in the mid 1970s. The aphids complete their entire life cycle on honeysuckle plants. There are several generations over the period of a year and they reproduce both sexually and asexually. As the aphids feed on the leaves, the leaves curl inwards, creating a space for the insects to be protected from weather and predators.
That looks like a leafhopper instar in with the aphids. And since leafhoppers sometimes eat aphids, it could be he's getting a meal.
